Happening in the World: Following Ukrainian efforts to mount a counter-attack to regain territory in the east, Russian troops have since withdrawn from the town of Lyman, a strategic area previously used as a logistics hub by Russia. News of the Russian retreat follows on the heels of last Friday, when Russia declared it was annexing the Ukrainian region of Donetsk, where Lyman is located. Despite Russian retreat, Ukrainian president Volodymyr Zelensky has stated fighting is “still going on” in Lyman, and Chechen leader Ramzan Kadyrov has since suggested Russia make use of low-yield nuclear weapons in response to future defeats. Happening in the US: Amidst evacuation and rescue efforts in areas undergoing severe flooding and post-storm conditions, Hurricane Ian continues its damage across the east coast. As of last evening, more than a million Floridians are facing power outages, along with 99,000 in North Carolina. (CNN)

Happening in NYC: Yesterday marked the start of New York’s heat season, beginning October 1 and lasting until May 31. All residential buildings in the city are required to maintain a temperature of 68 degrees during the day when outdoor temperatures drop below 55 degrees, and indoor temperatures of 62 degrees overnight. By law, all NYC tenants are entitled to heat during the entire duration of the heating season, along with hot water year round. (NBC)
