Happening in the World: Hong Kong’s court of appeals has ruled against a government bid to deny same-sex couples equal rights. This ruling is significant for LGBTQ groups because it may persuade other jurisdictions in Asia to reevaluate their position on sexual orientation. Same-sex marriage is not permitted in Hong Kong, but in September the government was given a two-year deadline to come up with a legal framework to recognize unions between same-sex partners. Happening in the US: House Republicans meet today to discuss plans for a new Speaker of the House. There are now eight candidates vying for the position following Jim Jordan’s failure to get the 217 votes needed for Speaker. House GOP members are expected to spend most of the day voting in rounds by secret ballot to choose a candidate with the lowest vote-getter being eliminated each round. However, with the division in the Republican party, 217 votes may still be difficult to achieve when the entire House votes. This could occur later today. (New York Times)

Happening in NYC: The New York City Council speaker has revived a committee working to close Rikers Island prison by 2027 due to poor conditions. The committee will focus on reducing the population at Rikers, promoting speedy trials, and aiding mentally ill individuals on the island. The committee will also promote the construction of smaller borough-based jails, which is the end goal for 2027. Mayor Eric Adams states that his administration supports this committee. He is facing a federal takeover of Rikers as, since his inauguration, 28 people have died on the island despite his promises that conditions are improving. (Gothamist)
