Happening in the World: The Caribbean island of Dominica says it will create the world’s first sperm whale reserve. Prime Minister Roosevelt Skerrit has said that commercial fishing and large ships would be banned in an area off the island’s western coat, measuring 300 sq miles. The Prime Minister added that the whales’ ancestors likely inhabited Dominica before humans arrived, and aims to ensure that the animals are safe from harm. (BBC)

Happening in the US: The US House of Representatives has passed a spending bill to avert government shutdown, with support from lawmakers in both parties. The 336-95 was a victory for House Speaker Mike Johnson in the first consequential vote of his tenure. (Reuters)

Happening in NYC: The Amtrak service on the NYC-Albany line is to be partially restored on Thursday. The service between New York City and Croton-on-Hudson in Westchester County is expected to be partially restored by Thursday morning and possibly fully restored by Friday night.  (Gothamist)
